A nurse with more than enough hours can still fail an audit for missing a required topic.
Providers do not keep records forever
Many retain completion records for a period and will reissue on request. Some cease operating, and some retain nothing.

Say so. Boards distinguish sharply between a nurse who discloses a shortfall and one who submits documentation hoping it will not be counted carefully.
Completing the missing hours immediately, while responding honestly, produces much better outcomes than any alternative.
Consequences
A first shortfall handled honestly is often resolved with a requirement to complete the hours and sometimes a fine.
A false attestation is a different matter and can result in formal discipline, which is reportable and follows you between states.
